Merriam- Webster Dictionary provides the following definitions:
1: an act of responding
2: something constituting a reply or a reaction: as a: a verse, phrase, or word sung or said by the people or choir after or in reply to the officiant in a liturgical service b: the activity or inhibition of previous activity of an organism or any of its parts resulting from stimulation c: the output of a transducer or detecting device resulting from a given input.
Response is the third critical mission area in Homeland Security. Response means to react to an event once occurred. For example, once an emergency takes place our first responders (fire, police, health, transportation, agriculture, etc.. ) will focus on providing essential needs to the affected population on a humanitarian basis. These services are provided by local, Tribal, state, national, international and/or non-profit organizations.

This is much like putting your home emergency plan into action. Your family should be prepared to either confine inside your home or evacuate by car.  In either scenario, your family should be prepared to feed yourselves for at least 72 hours, provide water and maybe a tent for shelter if needed.  For more information on Family Emergency Plans, please visit http://www.ready.gov/america/makeaplan/

This is the third critical mission area because it is very important that everyone be ready to respond in case of an emergency.  Unfortunately, when this action takes place it means that something has occurred, therefore this brings us to our last critical mission area of recovering.
